ECSD Instructional Materials

The Edgefield County School District is happy to provide parents, guardians and community members with online access to updated school library catalogs in support of state regulation 43-170 (Uniform Procedure for Selection or Reconsideration of Instructional Materials). 

On June 25, 2024, the State Board of Education unanimously passed Uniform Procedure for Selection or Reconsideration of Instructional Materials (Regulation 43-170).

Historically, the handling of concerns or complaints related to instructional materials other than those adopted by the State Board of Education (SBE) through the statewide textbook adoption process (S.C. Code Ann. § 59-31-550) has been governed by a patchwork quilt of local processes across the 80+ school districts in the state.

The regulation establishes consistent definitions and a test for local educators and boards to determine if materials available to students in public schools are (1) Age and Developmentally Appropriate and (2) educationally suitable and aligned with the purpose of South Carolina’s instructional program. It also creates a uniform process for our school board to review and hold public hearings on complaints raised and establishes an appellate process to the State Board of Education.

Prior to filing a complaint, ECSD parents, guardians and community members are first asked to reach out to their local schools with questions and concerns regarding school instructional materials.

About the Complaint Process

South Carolina school districts are required by the South Carolina Department of Education to make this form “readily available” on their website(s). Edgefield County School District parents, guardians and community members are asked to either email the completed complaint form to ecsdpio@edgefieldcountyschools.org or send a physical copy by mail to ECSD Public Information Officer, Mike Rosier, at 3 Par Drive, Johnston, SC 29832. 

PLEASE NOTE THE FOLLOWING:

- Any changes made to an online library catalog of instructional materials may take 24 to 48 hours to accurately populate in the online catalog.

- Young adult books at the middle school level are only made available to 8th grade students
